    'A family of the state': bureaucratic impediments to democratic reform in Mozambique

    University of the Witwatersrand History Workshop Conference Democracy: Popular Precedents, Popular Practice and Popular Culture 13-15 July 1994.Mozambique is preparing for its first multi-party election since gaining independence in 1975. A national electoral census will take place from 1 June to I5 August 1994, with the election scheduled for 27-28 October 1994. Prospects for a "free and fair" election are encouraging. While it is true that democracy cannot take root without an open electoral process, it cannot nourish on that alone. Elections represent an important point of popular engagement with government. Indeed, that the election in South Africa was deemed to be "free and fair" is no small achievement. What matters is what follows the election; in the case of South Africa, the quality of the democracy that takes shape as a consequence of the election. And here, as in the case of Angola, there are many potential obstacles in the path towards the development of a government which genuinely reflects the popular will. One of these is the state bureacracy. Differing perspectives on this are discussed. The Mozambique case is particularly bad

    Assessing somatization in urologic chronic pelvic pain syndrome

    BACKGROUND: This study examined the prevalence of somatization disorder in Urological Chronic Pelvic Pain Syndrome (UCPPS) and the utility of two self-report symptom screening tools for assessment of somatization in patients with UCPPS. METHODS: The study sample included 65 patients with UCPPS who enrolled in the Multidisciplinary Approach to the Study of Chronic Pelvic Pain (MAPP) Study at Washington University. Patients completed the PolySymptomatic PolySyndromic Questionnaire (PSPS-Q) (n = 64) and the Patient Health Questionnaire-15 Somatic Symptom Severity Scale (PHQ-15) (n = 50). Review of patient medical records found that only 47% (n = 30) contained sufficient documentation to assess Perley-Guze criteria for somatization disorder. RESULTS: Few (only 6.5%) of the UCPPS sample met Perley-Guze criteria for definite somatization disorder. Perley-Guze somatization disorder was predicted by definite PSPS-Q somatization with at least 75% sensitivity and specificity. Perley-Guze somatization disorder was predicted by severe (\u3e 15) PHQ-15 threshold that had \u3e 90% sensitivity and specificity but was met by only 16% of patients. The moderate (\u3e 10) PHQ-15 threshold had higher sensitivity (100%) but lower specificity (52%) and was met by 52% of the sample. CONCLUSIONS: The PHQ-15 is brief, but it measures symptoms constituting only one dimension of somatization. The PSPS-Q uniquely captures two conceptual dimensions inherent in the definition of somatization disorder, both number of symptoms and symptom distribution across multiple organ systems, with relevance for UCPPS as a syndrome that is not just a collection of urological symptoms but a broader syndrome with symptoms extending beyond the urological system

    Marooned plants : vernacular naming practices in the Mascarene Islands

    This article explores possible histories of plant exchanges and plant naming tied to the slave trade between East Africa, Madagascar and the Mascarene Islands. The subsequent 'marronnage' of slaves on these islands - their escape from captivity, sometimes to live in mountain hideouts - continues to inspire cultural references. Inspired by the use of the adjective 'marron/marronne' for a number of plants on Reunion Island, we compile evidence of plant exchanges and plant naming from ecological records, historical accounts and the use of descriptive, emotive or symbolic vernacular names as clues for deepening our knowledge of historical societies and environments. The evidence from the Mascarenes opens a window into the role of the African diaspora in plant introduction, diffusion, domestication and cultivation. We document that maroons relied on a variety of wild, escaped and cultivated plants for their subsistence. We also highlight the role of marronnage in the popular and literary imaginary, with the result that many plants are named 'marron/marrone' in a metaphorical sense. Finally, we identify a few plants that may have been transported, cultivated, or encouraged in one way or another by maroons. Along the way, we reflect on the pitfalls and opportunities of such interdisciplinary work

    On the determination of characteristics of the interior ocean dynamics from radar signatures of oceanic internal solitary waves

    In this paper we discuss two different methods of inferring characteristics of the interior ocean dynamics from radar signatures of internal solitary waves visible on synthetic aperture radar (SAR) images. The first one consists in the recognition and the interpretation of sea surface patterns of internal solitary waves; the second one consists in the analysis of the modulation depth of the normalized radar backscattering cross section (NRCS) associated with internal solitary waves. For this purpose we consider a data set composed of SAR and in situ measurements carried out from 1991 to 1997 in the region of the Strait of Messina. The recognition and the interpretation of sea surface patterns of internal solitary waves in the Strait of Messina can be used to study characteristics of the density distribution in the area: The internal wave field varies with seasonal variations in the vertical density stratification and with remotely induced variations, i.e., variations induced by the larger-scale circulation, in the horizontal density distribution. In order to inquire into the possibility of inferring parameters of the interior ocean dynamics by analyzing the modulation of the NRCS associated with internal solitary waves, several numerical simulations are carried out using a radar imaging model. These simulations are performed by assuming different wind conditions and internal wave parameters. It is shown that an accurate knowledge of wind conditions is crucial for deriving internal wave parameters and hence parameters of the interior ocean dynamics from the modulation of measured NRCS associated with internal solitary waves

    Relationship of functional gastrointestinal disorders and psychiatric disorders: Implications for treatment

    This article revisits the links between psychopathology and functional gastrointestinal disorders such as irritable bowel syndrome (IBS), discusses the rational use of antidepressants as well as non-pharmacological approaches to the management of IBS, and suggests guidelines for the treatment of IBS based on an interdisciplinary perspective from the present state of knowledge. Relevant published literature on psychiatric disorders, especially somatization disorder, in the context of IBS, and literature providing direction for management is reviewed, and new directions are provided from findings in the literature. IBS is a heterogeneous syndrome with various potential mechanisms responsible for its clinical presentations. IBS is typically complicated with psychiatric issues, unexplained symptoms, and functional syndromes in other organ systems. Most IBS patients have multiple complaints without demonstrated cause, and that these symptoms can involve systems other than the intestine, e.g. bones and joints (fibromyalgia, temporomandibular joint syndrome), heart (non-cardiac chest pain), vascular (post-menopausal syndrome), and brain (anxiety, depression). Most IBS patients do not have psychiatric illness per se, but a range of psychoform (psychological complaints in the absence of psychiatric disorder) symptoms that accompany their somatoform (physical symptoms in the absence of medical disorder) complaints. It is not correct to label IBS patients as psychiatric patients (except those more difficult patients with true somatization disorder). One mode of treatment is unlikely to be universally effective or to resolve most symptoms. The techniques of psychotherapy or cognitive-behavioral therapy can allow IBS patients to cope more readily with their illness. Specific episodes of depressive or anxiety disorders can be managed as appropriate for those conditions. Medications designed to improve anxiety or depression are not uniformly useful for psychiatric complaints in IBS, because the psychoform symptoms that sound similar to those seen in psychiatric disorders may not have the same significance in patients with IBS

    Mercury, Methylmercury, and Other Constituents in Sediment and Water from Seasonal and Permanent Wetlands in the Cache Creek Settling Basin and Yolo Bypass, Yolo County, California, 2005−06

    This report presents surface water and surface (top 0-2 cm) sediment geochemical data collected during 2005-2006, as part of a larger study of mercury (Hg) dynamics in seasonal and permanently flooded wetland habitats within the lower Sacramento River basin, Yolo County, California. The study was conducted in two phases. Phase I represented reconnaissance sampling and included three locations within the Cache Creek drainage basin; two within the Cache Creek Nature Preserve (CCNP) and one in the Cache Creek Settling Basin (CCSB) within the creek’s main channel near the southeast outlet to the Yolo Bypass. Two additional downstream sites within the Yolo Bypass Wildlife Area (YBWA) were also sampled during Phase I, including one permanently flooded wetland and one seasonally flooded wetland, which had began being flooded only 1–2 days before Phase I sampling. Results from Phase I include: (a) a negative correlation between total mercury (THg) and the percentage of methylmercury (MeHg) in unfiltered surface water; (b) a positive correlation between sediment THg concentration and sediment organic content; (c) surface water and sediment THg concentrations were highest at the CCSB site; (d) sediment inorganic reactive mercury (Hg(II)R) concentration was positively related to sediment oxidation-reduction potential and negatively related to sediment acid volatile sulfur (AVS) concentration; (e) sediment Hg(II)R concentrations were highest at the two YBWA sites; (f) unfiltered surface water MeHg concentration was highest at the seasonal wetland YBWA site, and sediment MeHg was highest at the permanently flooded YBWA site; (g) a 1,000-fold increase in sediment pore water sulfate concentration was observed in the downstream transect from the CCNP to the YBWA; (h) low sediment pore water sulfide concentrations (ÎŒmol/L) across all sites; and (i) iron (Fe) speciation data suggest a higher potential for microbial Fe(III)-reduction in the YBWA compared to the CCSB. Phase II sampling did not include the original three Cache Creek sites, but instead focused on the original two sites within the YBWA and a similarly paired set of seasonally and permanently flooded wetland sites within the CCSB. Sediment sampling at the YBWA and CCSB occurred approximately 28 days and 52 days, respectively, after the initial flooding of the respective seasonal wetlands, and again towards the end of the seasonal flooding period (end of May 2006). Results from Phase II sampling include: (a) sediment MeHg concentration and the percentage of THg as MeHg (%MeHg) in unfiltered surface waters were generally higher in the YBWA compared to the CCSB; (b) suspended sediment concentration (SCC) in surface water was positively correlated with both THg and MeHg in unfiltered water across all sites, although the relationship between SCC and MeHg differed for the two regions, suggesting local MeHg sources; (c) MeHg concentration in unfiltered surface water was positively correlated to sediment MeHg concentrations across all sites, supporting the suggestion of unique local (sediment) sources of MeHg to the water column; (d) THg concentration in filtered water was positively correlated with both total Fe and dissolved organic carbon (DOC), offering additional support for the role of these constituents in the partitioning of THg between particulate and dissolved phases; (e) flooding of the YBWA seasonal wetland resulted in a rapid and significant (5-fold) rise in sediment MeHg concentration within 3–4 weeks following inundation; and (f) temporal changes in sediment S and Fe speciation suggest that rates of both microbial sulfate reduction and Fe(III)-reduction were significantly higher at YBWA, compared to CCSB, during the period between flooding and drying. The geochemical data presented in this report indicate that (a) strong spatial and temporal differences in Hg speciation and transformations can occur within the range of wetland habitats found in the lower Sacramento River basin; (b) flooding of seasonal wetlands can be accompanied by a rapid increase in benthic MeHg production and the release of previously formed MeHg (generated during or since the previous flooding season) to the overlying water column; (c) S and Fe chemistry, and associated microbial reduction pathways, play an important role in mediating the speciation and transformation of Hg in these wetland habitats; (d) hydroperiod is a primary forcing function in mediating MeHg production among various wetland types; and (e) MeHg production appears to be more active in the YBWA compared to the CCSB

    The Comoro Islands have historically played a vital role in the commercial and religious history of the south-west Indian Ocean and as a human bridge between the African continent, Madagascar, and the Mascarene Islands. In this paper I seek to examine three aspects of this relationship as it pertains to Mozambique and to stimulate collaborative scholarly research. The first topic examines the intimate trading connections between the Comoros and Mozambique. While much attention has been focused on the slave trade of this circuit in the 19th century, we must not overlook the thriving, complex exchange of foodstuffs that was equally part of the same regional network. These connections underpinned the second and third issues that I discuss in this paper. The second aspect of this relationship focuses on the African diaspora in the Indian Ocean world. 1 examine how displaced African populations were absorbed into their host societies, the ways in which they maintained and transformed their own cultural identities, and the influences that they carried with them into these new historical situations in the Comoros. The third element of this relationship concerns the history of Islam in northern Mozambique, in the 19th and 20th centuries, which is intimately tied to the Comoros.Une relation complexe : le Mozambique et les Comores aux 19e et 20e siĂšcles. -- Les Comores ont jouĂ© un rĂŽle crucial dans l'histoire commerciale et religieuse du sud-ouest de l'ocĂ©an Indien et en tant que trait d'union humain entre le continent africain, Madagascar et les Mascareignes. Dans cet article, je cherche Ă  examiner ces trois aspects par rapport au Mozambique et dans le but de stimuler la recherche collective. Le premier aspect concerne les liens commerciaux Ă©troits unissant les Comores au Mozambique. Alors que l'on a jusqu'ici mis l'accent sur le commerce des esclaves au cours du XIXe siĂšcle, on ne doit pas sous-estimer la complexitĂ© et la prospĂ©ritĂ© du commerce de denrĂ©es alimentaires qui faisait Ă©galement partie intĂ©grante de ce mĂȘme rĂ©seau rĂ©gional. Ces relations sous-tendent les deux autres aspects abordĂ©s dans ce travail. Le second aspect concerne la diaspora africaine de l'ocĂ©an Indien.     Comparison between anopheline mosquitoes (Diptera: Culicidae) caught using different methods in a malaria endemic area of Papua New Guinea

    The mosquito sampling efficiency of CDC (Centers for Disease Control) miniature light traps hung adjacent to mosquito nets, was compared with that of both indoor and outdoor human-bait collections in ten villages in the Wosera area of Papua New Guinea. The most frequently collected anopheline in the matched indoor and light trap samples was Anopheles koliensis Owen, followed by A. punctulatusDönitz, A. karwari (James), A. farauti Laveran (sensu lato), A. longirostris Brug and A. bancroftii Giles. All species were much less frequent in the light traps than in landing catches. The hypothesis that the numbers of mosquitoes in light traps are proportional to human landing catches was examined using regression models that allowed for sampling error in both entomological measurements. Light traps under-sampled A. punctulatus and A. farautis.l. at high densities. The models indicated that the ratio of light trap to landing catch females of A. koliensis and A. karwari increased with increasing mosquito density. Light trap catches of A. longirostris were proportional to indoor landing rates but when outdoor landing rates were high this species was under-sampled by light traps. Numbers of A. bancroftii in light traps were found to be proportional to those in outdoor landing catches, but were negatively related to those attempting to bite indoors. Circumsporozoite positivity rates for both Plasmodium falciparum Welch and P. vivax (Grassi & Feletti) in A. punctulatus and A. farauti s.l. were significantly higher in light trap collections than in either indoor or outdoor landing catches, suggesting that light traps may selectively sample older mosquitoes of these specie
